       《关于构建首都绿色金融体系的实施办法》已经市委全面深化改革领导小组第十五次会议审议通过,现印发给你们,请结合实际认真贯彻执行。

关于构建首都绿色金融体系的实施办法

 

        为推进金融供给侧结构性改革,大力发展绿色金融,现就落实中国人民银行等七部委《关于构建绿色金融体系的指导意见》(银发〔2016〕228号),提出如下实施办法。

       一、加快构建绿色金融体系。加快构建基于绿色信贷、绿色债券、绿色上市公司、绿色基金、绿色保险、碳金融等在内的绿色金融体系,是首都金融发展的战略方向,是构建“高精尖”经济结构的重要支撑,要以绿色金融引领首都金融创新,助力绿色发展,参与京津冀协同发展,促进服务业扩大开放,推动“一带一路”建设。(责任单位:市金融局、人民银行营业管理部、北京银监局、北京证监局、北京保监局、市发展改革委、市财政局、市环保局按职责分工负责。列第一位的为牵头单位,下同。)

       二、加强银行业绿色金融创新发展。支持在京银行业金融机构成立绿色金融事业部或绿色分支行等绿色金融专营机构,鼓励银行在信贷规模、财务、人力、风险容忍度等方面对绿色金融给予大力支持,加快建立绿色信贷授信制度、尽职免责制度和环境保护责任制度,开辟绿色信贷审批专项通道。支持银行业自律组织建立绿色信贷评价机制,在对主要银行先行开展绿色信贷业绩评价基础上,逐渐将绿色银行评价范围扩大至中小商业银行。支持金融机构和民营资本发起组建绿色银行,通过投贷联动、股债结合等方式支持绿色项目,通过再贷款、发行金融债券、资产证券化等多种方式提高放贷能力。支持银行业金融机构在中关村开展科创企业投贷联动试点,积极开展绿色信贷和绿色投资。完善绿色信贷统计制度,加强绿色信贷实施情况监测评价。对于绿色信贷支持的项目,可按规定申请财政贴息支持。对符合国家产业政策和经济转型的绿色项目,加大贷款贴息力度。(责任单位:北京银监局、人民银行营业管理部、市财政局、市金融局按职责分工负责)

       三、发展绿色担保和绿色小贷。将股东环保信息作为融资性担保和小额贷款行业准入重要参考,将服务绿色发展情况作为监管评价和信用评级的重要权重指标。根据绿色金融服务绩效对融资性担保机构和小额贷款公司实施差异化监管。完善全市绿色担保体系,建立专业化绿色担保机制,撬动更多社会资本投资于绿色产业。融资性担保机构应加大对绿色项目支持力度,实行快捷担保审批,简化反担保措施。鼓励再担保机构对担保机构因绿色项目发生的风险损失提高代偿比例。(责任单位:市金融局、市财政局按职责分工负责)

       四、支持绿色企业上市融资和再融资。发挥上市工作联动机制作用,对从事节能环保、新能源、新能源汽车等战略性新兴产业的绿色企业,加大上市培育支持力度。支持符合条件的已上市绿色企业通过并购布局绿色全产业链,通过增发等方式进行再融资。支持在京上市公司和发债企业加大环境信息披露力度,推动逐步建立和完善强制性环境信息披露制度。推动建立环保、社会责任与公司治理标准,鼓励第三方机构参与采集、研究和发布上市环境信息与分析报告,加强对上市和拟上市企业的环境责任评价。(责任单位:北京证监局、市金融局、市环保局按职责分工负责)

       五、大力发展绿色债券。推动建立完善绿色债券标准。支持金融机构发行绿色金融债券。支持企业在交易所市场、银行间市场、北京股权交易中心、机构间私募产品报价与服务系统发行各类绿色债券或绿色债务融资工具。对于依据《绿色债券发行指引》发行绿色债券的申请,市级相关部门建立快速通道,优先办理。通过专业化的担保和增信机制支持绿色债券的发行,降低绿色债券的融资成本。进一步加大政府新增债券资金的投入力度,支持和引导绿色项目发展。推动建立绿色债券第三方评估和评级标准,鼓励信用评级机构在信用评级过程中专门评估发行人的绿色信用记录、募投项目绿色程度、环境成本对发行人及债项信用等级的影响,并在信用评级报告中进行单独披露。(责任单位:人民银行营业管理部、北京银监局、北京证监局、市发展改革委、市财政局、市金融局按职责分工负责)

       六、开发绿色资产证券化产品。探索高效率、低成本的抵质押权变更登记方式,推动绿色信贷资产证券化常态化发展。支持发行绿色项目收益债券。开发污水处理收费权、可再生能源发电财政补贴等作为基础资产的证券化产品。推动编制绿色债券指数、绿色股票指数,支持金融机构以绿色指数为基础开发ETF、私募基金等绿色金融产品,发展绿色财富管理。(责任单位:人民银行营业管理部、北京银监局、北京证监局、市金融局按职责分工负责)

       七、培育各类绿色机构投资者。引导创业投资、股权投资、养老基金、保险资金等开展绿色投资,鼓励各类机构投资者树立责任投资理念,投资绿色金融产品。鼓励机构投资者发布绿色责任投资报告。提升机构投资者对所投资资产涉及的环境风险和碳排放的分析能力,就环境和气候因素对机构投资者的影响开展压力测试。(责任单位:北京证监局、北京保监局、市金融局按职责分工负责)

       八、设立绿色发展基金。服务好国家绿色发展基金,支持其在京设立和发展。整合相关资金,设立北京市绿色发展基金,投资绿色产业,并按照市场化方式进行投资管理。支持社会资本和国际资本设立各类民间绿色投资基金。(责任单位:市财政局、市发展改革委、市金融局、北京证监局、市国资委按职责分工负责)

       九、发展绿色项目PPP模式。将节能减排降碳、环保和其他绿色项目与相关高收益项目打捆,建立公共物品绿色服务收费机制。探索政府与社会资本之间分享收益和风险共担机制,按照PPP模式的相关财政政策,出台PPP模式下的绿色项目实施细则,规范化操作绿色PPP项目。同时鼓励绿色发展基金支持以PPP模式操作的绿色项目。(责任单位:市发展改革委、市财政局、市金融局按职责分工负责)

       十、积极发展绿色保险。鼓励和支持保险机构创新绿色保险和服务,在环境风险较高的企业,建立强制责任保险制度,开展环境污染强制责任保险。完善与气候变化相关的巨灾风险防范机制,合理确定市政府承担的再保险资金投入规模。支持保险机构充分发挥防灾减灾功能,运用互联网、大数据等技术,研究建立面向环境污染责任保险投保主体的环境风险监控和预警机制,参与环境风险治理体系建设。支持保险机构开发绿色建筑保险、绿色农业保险、天气类保险、碳资产类保险等绿色保险品种。指导保险公司加快绿色保险项目的定损和理赔进度。(责任单位:北京保监局、市环保局、市财政局、市金融局按职责分工负责)

       十一、支持碳金融发展。参照本市支持新设立金融机构的相关政策,推动全国统一的碳排放权交易市场、碳定价中心及其他环境权益交易市场等绿色机构落户北京。积极争取在京开展碳排放权期货交易试点,有序发展碳远期、碳掉期、碳期权、碳基金等碳金融交易工具,逐步建成具有国际影响力的碳定价中心。(责任单位:市金融局、市发展改革委按职责分工负责)

       十二、支持开展环境权益交易和融资创新。依托在京专业交易场所扩大排污权有偿使用和交易试点,合理推进跨行政区域排污权交易,建立服务京津冀和全国的排污权交易市场。支持在京专业交易场所发展绿色资源产权、绿色技术产权、用能权交易。发展基于碳排放权、排污权、节能量(用能权)、水权等各类环境权益的融资工具。完善市场化的环境权益定价机制,建立高效的抵质押登记及公示系统,降低环境权益抵质押物业务合规风险。发展环境权益信托、回购、保理、托管等金融产品。(责任单位:市金融局、市发展改革委、北京银监局按职责分工负责)

       十三、建设绿色金融功能区。在金融功能区开发建设中率先强化节水、节能、节约用地、环境保护标准,积极推广使用清洁能源,支持各金融功能区建成绿色金融功能区。深化京津冀绿色金融区域协同合作,引导金融机构加大对绿色交通基础设施、生态环境治理、绿色产业发展等领域的支持力度。在城市副中心建设中积极探索绿色金融服务模式创新,将城市副中心建设成为绿色金融示范区。积极发挥首都绿色金融引领作用,支持雄安新区规划建设。探索依托城市规划,建设绿色金融产业园和绿色金融小镇,聚集绿色金融机构,重点支持绿色科技创新企业发展,带动绿色产业发展。同等条件下,优先支持绿色金融产业园内的绿色金融创新项目。(责任单位:市发展改革委、市金融局按职责分工负责)

       十四、建立绿色项目储备机制。加强金融、环保、工商、安监、经济和信息化等部门之间信息共享,将企业环境违法违规信息纳入企业信用信息公示系统和金融信用信息基础数据库,根据环境保护、安全生产、强制责任保险等信息,建立企业绿色信息档案。根据北京市“十三五”规划,结合城市副中心、新机场、冬奥会建设,围绕京津冀协同发展重点领域,着眼于解决大气污染、交通拥堵等“大城市病”突出问题,遴选一批环境效益显著的绿色项目,建立绿色项目库,并在全国性的资产交易中心挂牌,政府资金支持绿色项目优先从绿色项目库中选取。(责任单位:市金融局、人民银行营业管理部、市发展改革委、市财政局、市环保局按职责分工负责)

       十五、发展绿色金融科技。运用互联网、大数据、云计算等技术手段,提高金融机构在绿色项目融资、资产定价、资源配置和风险管理等方面的运作能力。发展基于区块链的绿色金融信息基础设施,提高绿色金融项目安全保障水平。(责任单位:市金融局、人民银行营业管理部、海淀区政府按职责分工负责)

       十六、普及宣传绿色金融知识。积极宣传绿色金融领域的优秀案例和业绩突出的金融机构和绿色企业,推动形成发展绿色金融的广泛共识。在全社会进一步普及环保意识,倡导绿色消费,形成共建生态文明、支持绿色金融发展的良好氛围。(责任单位:市金融局、人民银行营业管理部、北京银监局、北京证监局、北京保监局按职责分工负责)

       十七、大力培养绿色金融人才。研究绿色金融人才评价制度,完善绿色金融人才服务体系,对做出突出贡献的绿色金融人才,给予金融创新奖励。支持金融机构、科研院所、绿色环保企业共同设立绿色金融博士后科研工作站和绿色金融新型智库,开展北京绿色金融战略研究。(责任单位:市金融局、人民银行营业管理部、北京银监局、北京证监局、北京保监局)

       十八、加强绿色金融国际合作。在二十国集团框架下,发挥首都国际交往中心优势,推动全球形成共同发展绿色金融的理念。推广赤道原则、责任投资原则等自愿准则,促进绿色金融能力建设。支持在京企业和金融机构在绿色信贷、责任投资、自然资源资产负债表管理等方面借鉴国际经验,构建绿色金融国际标准。支持国际金融组织和跨国公司在北京金融市场发行绿色债券,支持在京金融机构和企业在境外发行绿色债券。支持亚洲基础设施投资银行、丝路基金、亚洲金融合作协会等在京国际金融组织通过“一带一路”倡议开展绿色金融国际合作,推动在京建设绿色金融国际合作组织和机制。支持在京金融机构在“一带一路”沿线地区率先布局,使用绿色融资工具筹集资金、开展绿色供应链管理和环境风险管理。支持举办绿色金融论坛,推动绿色金融国际交流合作。(责任单位:市金融局、人民银行营业管理部、北京银监局、北京证监局、北京保监局、市发展改革委按职责分工负责)

       十九、加强绿色金融协同监管。加强对绿色金融业务和产品的监管协调,将绿色信贷纳入宏观审慎评估框架,开展绿色信贷评价,将评价结果纳入监管指标体系,明确贷款人尽职免责要求和环境保护法律责任,引导银行业金融机构建立健全绿色信贷审批制度,形成支持绿色信贷等绿色业务的激励机制和抑制高污染、高耗能和产能过剩行业贷款的约束机制。坚决取消不合理收费,降低绿色信贷成本。发挥股权融资作用,防止出现绿色项目杠杆率过高、资本空转和“洗绿”等问题。加强绿色金融风险监测预警和信息披露,有效防范绿色信贷和绿色债券违约风险,坚决打击假借绿色金融名义的非法集资行为。完善提升北京绿色金融协会功能,促进绿色金融行业自律发展。(责任单位:人民银行营业管理部、北京银监局、北京证监局、北京保监局、市金融局按职责分工负责)

       为强化组织实施,在市金融服务工作领导小组领导下统筹推进绿色金融的政策落实、监管协调、绩效评估、风险防范等工作。各区各部门应综合利用财政贴息、引导基金、政府采购、直接投资、PPP等方式支持绿色金融发展,明确分工,将绿色金融发展纳入相关规划和政府绩效考核指标体系。

       本实施办法在落实中逐步完善,由市金融局负责解释,自发布之日起施行。

 

Implementation Measures for Establishing a Green Financial System in Beijing

 

In order to promote the supply-side structural reform in the financial sector and vigorously develop green finance, the following measures have been proposed to implement the “Guidelines for Establishing the Green Financial System” issued by seven ministries and commissions including the People's Bank of China (No.228 [2016] of PBOC).
First, accelerate the establishment of the green financial system. Speeding up the establishment of the green financial system that is based on green credit, green bonds, green listed companies, green funds, green insurance, and carbon finance is the strategic direction for the development of Beijing’s financial sector, and an important support for the creation of an advanced economic structure. Green finance shall play a leading role in Beijing’s financial innovation, contribute to green development, participate in the coordinated development of the Beijing-Tianjin-Hebei region, advance the further opening up of the service industry, and promote the development of the Belt and Road Initiative. (Responsible authorities: Beijing Municipal Bureau of Financial Work, Business Administration Department of the people's Bank of China, China Banking Regulatory Commission Beijing Office, China Insurance Regulatory Commission Beijing Office, Beijing Municipal Commission of Development and Reform, Beijing Municipal Bureau of Finance, and Beijing Municipal Bureau of Environmental Protection shall be responsible based on division of responsibilities. This rule holds true for all following measures.)
Second, strengthen the innovative development of green finance in the banking sector. We shall support Beijing-based banking financial institutions in setting up green finance franchise institutions including green finance departments or green branches, and shall encourage banks to give strong support to green finance in terms of credit scale, finance, manpower, and risk tolerance, etc. We shall accelerate the establishment of the green credit approval system, the due diligence system and the environmental liability system and open up a special channel for green credit review and approval. We should support banking self-regulatory organizations in establishing a green credit evaluation mechanism, and on the basis of conducting green credit performance evaluation of major banks, gradually expand the scope of evaluation to small- and medium-sized commercial banks. Financial institutions and private capital are encouraged to establish green banks, and support green projects through joint investment and loans, and the integration of stocks and bonds and improve lending capabilities through various methods such as refinancing, issuance of financial bonds, and asset securitization. We shall support banking financial institutions in carrying out pilot projects of joint investment and loans in businesses of technological innovation in Zhongguancun and actively conducting green credit and green investment. We shall improve the green credit statistics system and strengthen the monitoring and evaluation of green credit implementation. For projects supported by green credit, such measures as government interest subsidies can be applied as required. For green projects that are in line with national industrial policies and economic transformation, greater subsidies should be given. Third, develop green guarantees and green microfinance. Shareholders’ information on environmental protection shall be used as an important reference for financing guarantees and microfinance industry access, and their role in green development shall serve as an important weight index for regulatory evaluation and credit rating. Differentiated regulation over financing guarantee institutions and microfinance companies shall be introduced based on their performance in terms of green finance. The city’s green guarantee system shall be improved, and a specialized green guarantee mechanism shall be established, more social capital shall be leveraged for green industries investment. Financing guarantee institutions should boost their support for green projects, and introduce speedy approval for guarantees, and simplify counter-guarantee measures. Re-guarantee institutions are encouraged to increase the proportion of compensation for guarantee institutions' risk losses due to green projects. Fourth, support green enterprises in seeking financing by listing on the stock market and refinancing. We will give full play to the role of the coordinated mechanism for listings and boost our support for the listing of green enterprises that are engaged in such strategic emerging industries as energy conservation, environmental protection, new energy, and new energy vehicles. We shall support eligible listed green enterprises in the introduction of a whole green industrial chain through merger and acquisition, and in refinancing through additional stock issue. We shall also support Beijing-based listed companies and debt-issuing enterprises in enhancing the disclosure of environmental information and promote the gradual establishment and improvement of mandatory environmental information disclosure systems. We shall promote the establishment of standards for environmental protection, social responsibility and corporate governance, encourage third-party organizations to participate in the collection, research, and release of listing environmental information and analysis reports, and strengthen the evaluation of environmental responsibility for listed companies and those that plan to list. Fifth, develop green bonds. We shall promote the establishment and improvement of a standard for green bonds. We shall support financial institutions in the issue of green financial bonds. Enterprises are encouraged to issue various types of green bonds or green debt financing instruments in exchange markets, inter-bank markets, China Beijing Equity Exchange, and the Inter-agency Quotation and Service System for Privately Offered Products. For application for the issuance of green bonds pursuant to the "Guidelines for Issuing Green Bonds," relevant municipal departments should establish a fast track and give priority to the application. We shall support the issue of green bonds through specialized guarantee and credit enhancement mechanisms so as to reduce the financing costs of green bonds. Government investment in new bond funds should be further increased so as to support and guide the development of green projects. We shall promote the establishment of third-party assessment and rating standards for green bonds, and encourage credit rating agencies to specifically assess the issuer’s green credit history, the green degree of investment projects raised, and the impact of environmental costs on the credit ratings of the issuer and the debt and to give separate disclosure in the credit rating report during the credit rating process. Sixth, develop green securitization products. We shall explore efficient and low-cost approaches to collateral registration so as to promote the normalization of green securitization. We shall support the issue of green revenue bonds. We shall develop securitization products with sewage treatment fee and renewable energy generation subsidies as underlying assets. We shall advance the preparation of green bonds index and green stock index, and support financial institutions in the development of such green financial products as ETFs and private equity funds based on the green index, and in the development of green wealth management. Seventh, cultivate various types of green institutional investors. We shall guide venture capital, equity investment, pension funds, insurance funds, etc. in conducting green investment, and encourage various institutional investors to establish the concept of responsible investment and invest in green financial products. Institutional investors are encouraged to release green responsibility investment reports. Institutional investors' ability shall be enhanced of analyzing the environmental risks and carbon emissions involved in the invested assets, and stress tests shall be conducted on the impact of environmental and climatic factors on institutional investors.  (Responsible authorities: China Securities Regulatory Commission Beijing Bureau, China Insurance Regulatory Commission Beijing Office, Beijing Municipal Bureau of Financial Work shall be responsible based on division of responsibilities.)
Eighth, establish a green development fund. We shall facilitate the National Green Development Fund and support its establishment and development in Beijing. We shall integrate relevant funds, set up Municipal Green Development Fund, invest in green industries, and conduct investment management in a market-oriented manner. We shall support social capital and international capital in setting up various types of private green investment funds.  (Responsible authorities: Beijing Municipal Bureau of Finance, Municipal Development and Reform Commission, Beijing Municipal Bureau of Financial Work, China Securities Regulatory Commission Beijing Office and Municipal Commission of State-Owned Assets Supervision and Administration shall be responsible based on division of responsibilities.)
Ninth, introduce the PPP model in green projects. We shall bundle energy conservation projects, emission reduction projects, carbon reduction projects, environmental protection projects, and other green projects with related higher-return projects so as to establish a green service charge mechanism for projects with a "public goods" nature. We shall explore how to establish the mechanism for sharing revenues and risks between government and social capital. We shall also, according to relevant fiscal policies under PPP models, put in place green project implementation rules under PPP models and standardize the implementation of green PPP models. In the meantime, we shall also encourage green development funds to support green projects that shall operate in PPP models. Tenth, develop green insurance. We shall encourage and support insurance institutions in their innovation in green insurance and services, establish the compulsory liability insurance system in companies with high environmental risks, and introduce compulsory liability insurance for environmental pollution. We shall improve the climate change-related catastrophe risk prevention mechanism and reasonably determine the scale of reinsurance capital investment undertaken by the municipal government. We shall support insurance institutions in giving full play to their capabilities of disaster prevention and reduction, and use the Internet, big data and other technologies to research and establish environmental risk monitoring and early warning mechanisms for environmental pollution liability insurance policyholders, and participate in the building of environmental risk management systems. We shall support insurance institutions in their development of green insurance varieties such as green building insurance, green agricultural insurance, weather insurance, and carbon asset insurance. We shall guide insurance companies in the acceleration of the progress of damages and claims of green insurance projects. Eleventh, support the development of carbon finance. With reference to policies related to the Municipality’s support for the establishment of new financial institutions, we shall promote the building of a national-level and unified green carbon emission trading market, a carbon pricing center and other environmental rights trading markets in Beijing. We shall strive to launch trading pilots of carbon emission rights futures in Beijing, develop carbon futures, carbon swaps, carbon options, carbon funds and other carbon financial trading tools in an orderly manner, and gradually establish a carbon pricing center with international influence. Twelfth, support innovation in environmental rights trading and financing. Under the context of expanding pilot projects for developing a cap-and-trade system for emissions in professional trading venues in Beijing, we shall promote cross-regional emission rights trading in a rational manner and establish a emission rights trading market that serves the Beijing-Tianjin-Hebei region and the nation at large. We shall support the development of property rights in green resources, in green technology, and trading in energy use rights in professional trading venues in Beijing. We shall develop financing tools based on various types of environmental rights including carbon emission rights, pollution rights, energy conservation (energy use rights), and water rights. We shall improve the market-based environmental rights pricing mechanism, and establish an efficient pledge registration and publicity system so as to reduce the compliance risks of businesses with environmental rights as collaterals. We shall develop environmental equity trusts, repurchases, factoring, custody and other financial products. Thirteenth, build green financial districts. In the development and building of green financial districts, we shall give top emphasis to standards of water conservation, energy conservation, land conservation, and environmental protection, and actively promote the use of clean energy, and support all financial districts in establishing itself as green financial districts. We shall deepen the coordinated cooperation in green financial districts in the Beijing-Tianjin-Hebei region and guide financial institutions in boosting their support for green transportation infrastructure, ecological environmental governance, and development of green industries and other areas. In building the city sub-center, we shall actively explore how to create innovative models for green financial service and build the city sub-center into a green financial demonstration area. We shall give active play to Beijing’s leading role in green finance and support the planning and construction of Xiong'an New District. We shall explore how to base on urban planning, build green financial industrial parks and green financial towns, gather green financial institutions, focus on supporting the development of innovative companies with innovative green technology, and drive the development of green industries. Under the same conditions, priority will be given to supporting green financial innovation projects in the green financial industrial park. Fourteenth, establish a reserve mechanism for green projects. We shall strengthen information sharing among financial, environmental protection, industrial and commercial, safety supervision, economic, and informatization departments, and incorporate corporate information on environmental law violation into the corporate credit information publicity system and financial credit information basic database, and establish corporate green information files based on information on environmental protection, safety production, and compulsory liability insurance, etc. Based on the “Thirteenth Five-Year Plan” of Beijing Municipality, we shall, in combination with the building of the city sub-center, the new airport, and run-up to the Winter Olympics, focus on key development areas of the coordinated development in the Beijing-Tianjin-Hebei region, and on solving major problems such as atmospheric pollution, traffic congestion and other “big city diseases”. We shall select a group of green projects with significant environmental benefits and establish a green project database and list them on national financial asset trading centers. The green project database will be given priority to when selecting government-funded green projects. Internet, big data, cloud computing and other technical means shall be employed to improve the ability of financial institutions in green project financing, asset pricing, resource allocation and risk management. Green financial information infrastructure based on block chains shall be developed to improve the security of green financial projects. Sixteenth, popularize and publicize knowledge of green finance. We shall actively promote outstanding cases in the field of green finance, and financial institutions as well as green companies with outstanding performance, and promote the formation of a broad consensus on developing green finance. We will further popularize, in whole society, the awareness of environmental protection, promote green consumption, and form a sound atmosphere for jointly building ecological civilization and supporting the development of green finance. Seventeenth, cultivate the green financial talent pool. We shall study the green financial talent evaluation system, improve the green financial talent service system, and give financial innovation rewards to green finance professionals who have made outstanding contributions. Eighteenth, strengthen international cooperation in green finance. Under the framework of the Group of Twenty, we shall bring into full play Beijing’s advantages as an international exchange center and promote globally the formation of the concept of working together to develop green finance. We shall also promote such voluntary guidelines as the Equator Principles and the Principle of Responsible Investment and advance the building of green financial capabilities. We shall support Beijing-based companies and financial institutions in drawing on international experience in green credit, responsible investment, balance sheet management of natural resources and other aspects so as to build international standards for green finance. We shall support international financial organizations and multinational corporations in the issue of green bonds in Beijing’s financial market, and support Beijing-based financial institutions and enterprises in the issue of green bonds overseas. We shall support the Asian Infrastructure Investment Bank, the Silk Road Fund, the Asian Financial Cooperation Association and other Beijing-based international financial organizations in international cooperation in green finance through the Belt and Road Initiative, and promote the creation of international financial cooperation organizations and mechanisms of green finance in Beijing. We shall support Beijing-based financial institutions in taking the lead in making arrangements in areas along the Belt and Road Initiative, and in using green financing tools to raise funds and carry out green supply chain management and environmental risk management. We shall support the hosing of green financial forums and promote international exchanges and cooperation in green finance. In order to strengthen the implementation, we shall, under the leadership of the Leading Group for Financial Service of Beijing Municipality, promote the policy implementation, supervision and coordination, performance evaluation, and risk prevention of green finance in a coordinated fashion. Districts and departments shall employ financial discount interest, guiding funds, government procurement, direct investment, and public-private partnership in a comprehensive manner to support the development of green finance. They should also clarify the division of responsibilities, and incorporate green finance into relevant planning and the index system of government performance evaluation.
These measures will be gradually improved while being implemented, and Beijing Municipal Bureau of Financial Works shall be responsible for interpreting these measures. They shall be implemented as of the date of release.
